Principal not taking action, fire alarms still ringing....?

fire alarms are pulled by pranksters at our school every week. It has been like this for numerous years. The principal fails to take any action. Every time the fire alarm is pulled, the school is fined about $500 CAD for a false alarm. In total, the school has lost about $20,000+. Why doesnt the principal or the school board take any action?
