Is this the proper behavior from someone who is engaged?

I'm engaged to someone who doesn't put much effort in the relationship. He works the night shift, so I only see him once or twice a week. The only time I hear from him is when I had contacted him first. He doesn't want to get a job with normal hours. He isn't making any plans to provide for a family. I know he talks to other girls online. Is this improper behavior or am I just being difficult?
