How come Chris Benoit got a crowd reaction and pushed only on his wrestling skills but Shelton Benjamin can't?

Chris Benoit (R.I.P) was over with the fans and headlined Wrestlemania, going on to become WWE champion soley on his wrestling skills because they were one of a kind. But Shelton Benjamin is a great wrestler and isn't over with the fan or anywhere near becoming main champion, how come?
