Help! Please explain in clear simple words what does my chemistry instructor means by this sentence?

Quantitative transfer is the transfer of ALL of whatever you're transferring. Nothing can be left behind. So if you want to move exactly 500 grains of sand from one flask to another, you need to move all 500 grains of sand.
